THE DISTRICT PROFILE
Historical Background
Kalangala District was made a district in 1989, having been a sub-district of Masaka District. The district was fully decentralised in 1996 and has since registered political stability and advancement, with the three C’s (Consultation, Coordination and Communication) as the districtvalues and the cores of service delivery.
Administrative units in Kalangala District include:
- 2 Counties;
- 6 sub counties;
- 1 Town council;
- Current (2013) population estimate is 70,760 people.
- The District currently has 15 Health facilities (2 HC IVs, 6 HC IIIs, and 7 HC IIs.
- Economic activities are fishing and farming (Oil palm growing).
- Made up with 84 islands, 7 islands are with health facilities.
Location and Size
Kalangala District is situated in Southwestern Uganda between longitudes 32o01’ East and 32o52' East and latitudes 0o10' South and 1o00' South. It shares boundaries with Mpigi and Wakiso Districts in the North, Mukono District in the East, the United Republic of Tanzania in the South, Masaka and Rakai Districts in the West. The district is entirely made up of 84 islands widely scattered in Lake Victoria over a total area of 9,066.8 sq. km, of which 432.1 sq. km (4.8%) is land and the rest is water mass. The district is accessible by road and motor vehicle through Bukakata(an inland port in Masaka district) to Luku(an inland port in Kalangala district) using the Bukakata- Luku Ferry. Via the Northern route i.e. from Entebbe (Nakiwogo Landing), there are steamer (MV Kalangala) services to Kalangala Town Council (Lutoboka Landing). Kasenyi and Kitubulu landing sites, in Wakiso District, are also major gateways into the district using private means of water transport.

Natural Resources
Kalangala District has a total land area of 432sq. km. It is endowed with a number of natural resources that are both publicly and privately owned, and if sustainably exploited can contribute to sustainable development. In 2002 the district had a total forest cover of 221.5sq. km whichcurrently has reduced due to replacement with oil palm growing and other activities. The biggest island, Buggala, covers a total area of 296sq. km. Of this area, there are 13 central forest reserves, which cover about 65sq. km. Other important natural resources include:
- A total of 34 central forests reserves covering 88.61sq. km and are fully controlled by National Forest Authority.
- Privately owned and District (public land) forests
- Lake Victoria
- Stones and rocks all over the islands
- Wetlands (39.7 sq. km) covering 0.44% of the total area
- Building sand deposits
- It should be noted that Kalangalais dominated by sand loamy soils.
Climate
1. Rainfall
Kalangala District’s mean annual rainfall ranges from 1,125 to 2,250mm; the mean monthly rainfall is 140mm. The rainfall peaks are from March-May and October-November (rainy season).
2.Sunshine and Radiation:
The average sunshine is 6.1hrs per day. The maximum sunshine per day is 7.3 hrs and minimum sunshine per day is 5.8 hrs, which explains the average hours of sunshine per day. The total sunshine per annum is 2200 hrs. Radiation is 450 calories per centimeter squared per day (450 cal/cm2 per day).
3.Temperature:
The mean annual maximum temperature ranges from 25.00C – 27.50C and the mean annual minimum temperature ranges from 17.50C – 18.00C.
4.Humidity:
There is considerably high rate of evaporation over the surface of Lake Victoria, estimated to be 3-5 mm per day (an average of about 120mm per month and 1460mm per annum). Since the prevailing winds drift across the lake through all the year from east to west, the climate around the islands is greatly conditioned. The mean annual vapour pressure is 20.5 mill-bars.
Population Size and Growth
From the results of the census 2002, the population of Kalangala District was 34,766 and more than doubled compared to 1991 population census, whereby the total population was 16,371people. The district population, over the11-year period, grew at a rate over 5% p.a. The level of urbanization was at 8.4%, with urban population growth rate of 7%, with a General Sex Ratio of 150:100 (i.e for 1 female there are about 2 males) compared to 154:100 in 1991.The district population by December 2013 was projected to be at 70,760.

Occupation
It is estimated that 80% of the population aged 10 years and above are engaged in Fisheries and Agriculture as a livelihood. The proportion that is engaged in elementary occupations stands at 12%, while service workers take on 8%.
The main economic activities (in order of proportion of population involved) are:
(i) Fishing (artsanal)
(ii) Farming (Crop and Livestock)
(iii) Petty trading
(iv) Timber cutting.
The proportion population engaged in subsistence farming is now estimated to be 35%.

KALANGALA HEALTH CENTRE (KHC)
This is the biggest health facility with a staffing level of up to 75% but serving as a referral hospital for the eighty-four islands that constitute Kalangala district. The Health Centre traditionally covers 4 parishes and 21 villages. However, since functionalization of the operating theatre the catchment area has now increased. The health facility has become the center of service delivery in the district and is experiencing increased number of referral cases from all over the district.

Referral System
KHC refers its patients mainly to Masaka Regional Referral Hospital which is about 78 Km from Kalangala. Other referrals are made to Entebbe Hospital which is 68 Km from Kalangala. However, a combination of the poor road network in different islands and a large water mass makes the referral system complex and difficult to maintain.
